test.m4v is the name of my file plus the extension. Suppose your source media is test.mkv, there you need to enter ffmpeg -i test.mkv -c:v libx264 -crf 18 -c:a copy output.mp4. HEVC introduces SAO[6] with the intent to reduce sample distortion, increase the compression ratio, and decrease the bitrate.
