@yiqingtyq08 귀엽다(kui-yeop-da) is the basic form.
Writing only 귀여 is incomplete.
I guess what you saw was 귀여워. (used in casual conversation)
And yes, it means cute.

"kiyo" is "귀여" . But this can not be used alone. Followed by "-wo" or "-da". "kiyowo (귀여워)" "kiyopda (귀엽다)"
